Early Childhood Education
IU 13 works collaboratively with several districts to provide three- and four-year-old children with the skills they need to succeed in kindergarten. Children attend classes a minimum of five hours each day.

Early Intervention
This program serves three- to five-year-old children who have special needs. Services are provided at no cost to parents. The program receives state and federal funding to support services for young children who are determined to be developmentally delayed in one or more areas, speech or language impaired, autistic, mentally retarded, physically disabled, visually impaired, hearing impaired or emotionally disturbed.

Education Conference
This annual conference provides a variety of sessions for administrators, general and special education teachers, parents, agency personnel, university students and staff, and other school personnel on current topics in special education.

This service provides sign language interpreting and translating to students who are deaf or hard of hearing, attending regular or special education classes.

Elementary Emotional Support Program
This service serves students in Grades K-6 who demonstrate learning or behavioral challenges due to emotional reasons. This program’s emphasis is on academics as well as communication, pro-social skills and self-monitoring strategies are stressed. These classes are supported by a psychologist, social worker, and special education consultant.

Elementary Life Skills Program
This service serves students in Grades K-6 with below-average cognitive delays. Classes emphasize applied and functional academics, social skills, self-care, and prevocational skills. Application and generalization to real-life settings occurs through classroom-based instruction and periodic community-based instruction. These classes are supported by a psychologist, special education consultant and social worker.

Emergency Substitute Training (Guest Teacher Program)
This service provides training for non-certificated staff to allow them to teach on a substitute basis. The substitutes are available for use by IU 13 programs and school districts in Lancaster and Lebanon Counties. A bachelor’s degree is required for all substitutes.

Employee Health Care Cooperative (EHCC)
This service provides oversight, administrative support and cost-containment strategies to school entities enrolled in the self-funded Lancaster-Lebanon Employee Health Care Cooperative to help secure the lowest reinsurance rate available. The IU 13 Privacy Office processes the claims.

English as a Second Language (ESL) District Administrators’ Meetings
This service provides meetings with district-appointed English as a Second Language Administrators from each of our Title III consortium member districts and IU 13. The meetings address current regulatory information from the Pennsylvania Department of Education and the U.S. Department of Education; keeping up to date on current research information from various state and national ESL professional organizations and foundations; engaging in collegial professional dialogue through district sharing, presentations and other professional learning opportunities; and providing opportunities to review new curriculum and materials from various publishing companies and organizations. Participants also give input regarding district needs for writing the yearly Title III grant.

English as a Second Language Instruction for Adults
This service provides individuals, agencies, districts and employers with ESL instruction. Instruction is communicative in nature and emphasizes the skills adults need to succeed as a parent, worker and family member.

English as a Second Language (K-12) - Consortium Services
IU 13 provides leadership as the LEA for the Title III ESL Consortium, which consists of participating Lancaster and Lebanon County school districts. Title III Consortium services include writing the Title III Grant, planning and facilitating Point of Contact Meetings, providing funds for supplementary materials, providing funds for translation
services, providing professional development, and providing technical assistance at a regional, district, or school level.

IU 13 offers technical assistance and consultation based upon district or school requests. Examples include: Program Monitoring, ESL Team Meetings, ESL Assessment Plans, and ESL Resource, Materials, and Program Selection.

IU 13 provides professional products and tools that can be used as resources or training opportunities for teachers and administrators. Ideas for these tools are generated by the needs of IU 13 districts. This annual survey gathers grade-level enrollment data from each school district and provides the compiled data, including comparative and growth trends, to all 22 school districts.
