This service coordinates a professional development opportunity for school business officials within Lancaster and Lebanon Counties at Penn State University.

Language Arts and Literacy (K-6) Consultation/Technical Assistance Through this service, IU 13 provides consultation/technical assistance at the request of individual schools and/or districts. Examples include: Curriculum Audits, Developing a Comprehensive Literacy System, Core Literacy Team Development and Support, Grade-Level Data Teams, Data Analysis, Interventions, and Systematized Effective Practices.

Language Arts and Literacy (K-6) Customized, Site-based Professional Development
Through this service, IU 13 develops and delivers professional learning sessions based upon district/school requests. Examples include: An Overview of DIBELS, How to Administer DIBELS with Fidelity, Analyzing and Using DIBELS Data to Inform Instruction, Analyzing and Using 4 Sight Data for Instruction, Preparing for Response to Intervention, Understanding Beginning Reading, Comprehensive Literacy, Developing a Literacy Coaching  Initiative, Scoring PSSA Reading Open-Ended Responses, Scoring Writing Prompts, and Developing District/ School PSSA-Like Reading Open-Ended Tasks.

Through this service, IU 13 provides professional products and tools that can be used as resources or training opportunities for teachers and administrators. Ideas for these tools are generated by PDE mandates and the needs of IU 13 districts.

Language Arts and Literacy (K-6) Regional Leadership Team/Advisory Board
Through this service, groups of elementary literacy leaders and/or reading coordinators from Lancaster and Lebanon County school districts and IU 13 work together to examine pertinent literacy research, review programs and materials, and share district initiatives and successes.

Language Arts and Literacy (K-6) Regional Networking/Learning Community Structure
Through this service, representatives from school districts and IU 13 work together to: serve as a district contact with the responsibility of sharing information in their district; keep current with information from PDE, literacy professional organizations, and research organizations; serve as a collaborative resource for regional professional development of literacy tools; and engage in collegial sharing through book studies, professional development, and structured dialogue.

Through this service, IU 13 plans professional development opportunities based on the needs of districts. These  are designed to be standards-based and high-quality professional development opportunities with national, state  and local presenters. These sessions provide opportunities for deepening participant knowledge, and allow for application and implementation in the classroom. On occasion these opportunities are offered for graduate credit through Eastern Mennonite University.

IU 13 maintains listservs for school districts to quickly and easily communicate among job-alike groups including principals; curriculum coordinators; science, mathematics and literacy leaders; and superintendents.

Leadership Services - Regional Leadership Team/Advisory Board
IU 13 hosts monthly Superintendents’ Advisory Council meetings to permit easy dissemination and updates of information to and among superintendents from all 22 school districts. Similar meetings are held monthly for curriculum coordinators, special education administrators, and technology leaders.

Leadership Services - Regional Networking/Learning Community Structure
IU 13 provides/hosts forums and monthly job-alike meetings and retreats, and plans council trips for principals, aspiring leaders, curriculum coordinators, and teacher leaders.

Learning Facilitator and CTC Staff Meetings
These meetings provide training for the Career and Technology Center staff on how the IEP is developed and how they can better serve students in their programs to meet the needs stated in an IEP. This is an annual meeting that takes place at the three Lancaster County Career and Technology Centers.

Learning Facilitator Services
This service provides direct instruction and support to students with Individualized Education Plans (IEP) enrolled in Lancaster Career and Technology Center programs on a half-day basis. Ongoing consultation with educators and administrators also occurs.

Learning-Focused Schools - Consortium Services
This consortium provides participating school districts with discounted pricing for TOOLBOX, the online curriculum alignment tool.

Learning-Focused Schools - Product/Tool Development
IU 13 provides organization and support for districts aligning curriculum to PA standards and create a unit-based scope and sequence, complete with lesson development and graphic organizers, vocabulary, and  assessments, through the use of the online TOOLBOX, a product of Learning-Focused Solutions, Inc.

Learning-Focused Schools - Regional Networking/Learning Community Structure
IU 13 provides training in the Learning-Focused Schools online TOOLBOX through a monthly “Super-users” group meeting the first Friday of each month.

Learning-Focused Schools - Regional Professional Development
IU 13 provides training in a variety of Learning-Focused Strategies (LFS) specific to programs. Trainings available include: Vocabulary Development, Walk-Throughs, Mathematics, Acceleration and Previewing, TOOLBOX training, and the initial four-day LFS training for teachers.

Lebanon Early Reading First Partnership
This partnership, coordinated by IU 13 and supported by a federal grant, consists of a group of early childhood providers in Lebanon County which works with the Goodling Institute of the Pennsylvania State University to significantly improve the quantity and quality of preschool services available to enrolled families.

Lebanon Pre-K Counts Partnership
This service is a consortium of preschool providers in Lebanon County who work collaboratively to offer intensive PreK instruction to three- and four-year-old children who are eligible because a) their family income is less than 300% of the U.S. poverty level, b) they are demonstrating significant developmental delays, or c) their parents are
non-native speakers of English.

Lebanon Prison Program
This program provides a Special Education and Alternative Education Program for students 21 and under who are incarcerated in the Lebanon County Prison.

Legislative Breakfast
This annual event provides an opportunity for local state legislators to meet with Lancaster and Lebanon County school directors and administrators to discuss education issues affecting the state and our region. The event is only open to school district board members and administrators in Lancaster and Lebanon Counties.

This service hosts a mailing list for use by district Wide Area Network (WAN) consortium members. Districts may also purchase this service for an additional fee.
