The Leadership Team serves as the executive cabinet of IU 13, offering vision and direction to the organization. The team is comprised of the Executive Director, Assistant Executive Director, the five department directors, and the Director of the Pennsylvania Training and Technical Assistance Network. Together the team has an extensive and diverse knowledge base in education, administration, and business management. This diversity allows IU 13 to function efficiently as both an education service agency and a business.

With a doctorate in Education Administration from the Pennsylvania State University, Dr. Burkhart has nearly 30 years of experience in education. She has served as a teacher, department chairperson, building principal, district assistant superintendent, and adjunct professor. Dr. Barnhart has been an educator for over 20 years. His background includes service as a teacher, curriculum chairperson, building principal, and district assistant superintendent. He joined IU 13 in 2006 as the Instructional Services Director and was named the Assistant Executive Director in 2008. Paul Billy has a master’s degree in Information Science from the Pennsylvania State University. He has nearly 20 years of experience in business and manufacturing, case management, and education. With a master’s degree in Education from the University of Pittsburgh, Angela Kirby-Wehr brings a broad range of education-related knowledge to IU 13. She has served as a teacher, administrator, educational consultant, and a special assistant to the Pennsylvania Secretary of Education. As a certified public accountant, Gina Brillhart brings a passion for financial management and compliance matters to her work. She joined the IU 13 administrative team in 1995 as the Business Services Director, and also serves as the Chief Financial Officer and Board Secretary. Flip Steinour joined IU 13 in 2006 as the Human Resources Services Director. His extensive background in human resources includes 20 years of practice in both private industry and education. Pam McCartney has 20 years of experience in education. She has worked for IU 13 since 1998 as a school psychologist, educational specialist, and program director of curriculum and instruction. With a master’s degree in Education from the Pennsylvania State University, Sherry Zubeck has 20 years of expertise in special education. She has direct knowledge in early intervention, school-age, school-based and center-based programs. She served IU 13 from 1990 – 2000 as a special education teacher, special education consultant and a special education administrator.
