IU 13 Leadership Team 

The Leadership Team serves as the executive cabinet of IU 13, offering vision and direction to the organization. The team is comprised of the Executive Director, Chief Financial Officer/Assistant to the Executive Director, four Department Directors, and the Director of the Pennsylvania Training and Technical Assistance Network-Harrisburg. Together the team has an extensive and diverse knowledge base in education, administration, and business management. This diversity allows IU 13 to function efficiently as both an education service agency and a business.

Brian D. Barnhart, Ed.D.

Assistant to the Executive Director

Dr. Barnhart has been an educator for over 20 years. His background includes service as a teacher, curriculum chairperson, building principal, and district assistant superintendent. He joined IU 13 in 2006 as the Instructional Services Director, was named the Assistant Executive Director in 2008, and named Executive Director in 2013. Dr. Barnhart has a doctorate in Education Policy and Leadership from Temple University.

As a certified public accountant, Gina Brillhart brings a passion for financial management and compliance matters to her work. She serves as the Chief Financial Officer, Assistant to the Executive Director, and also as Board Secretary. She joined the IU 13 administrative team in 1995 as the Business Services Director. Mrs. Brillhart has a master's degree in Business Administration from Lebanon Valley College and a bachelor’s degree in Accounting from York College of Pennsylvania.

Paul Billy

Angela Kirby-Wehr
PaTTAN-Harrisburg Office Director

Paul Billy has a master’s degree in Information Science from the Pennsylvania State University. He has nearly 20 years of experience in business and manufacturing, case management, and education. Mr. Billy joined IU 13 in 2006 as a program director for technology services and was named Department Director in 2007.

With a master’s degree in Education from the University of Pittsburgh, Angela Kirby-Wehr brings a broad range of education-related knowledge to IU 13. She has served as a teacher, administrator, educational consultant, and a special assistant to the Pennsylvania Secretary of Education. Mrs. Kirby-Wehr joined IU 13 in 2008 as the Director of the Pennsylvania Training and Technical Assistance Network (PaTTAN) in Harrisburg.

Pam McCartney
Instructional Services Director

Flip Steinour
Human Resources Services Director

Pam McCartney has 20 years of experience in education. She has worked for IU 13 since 1998 as a school psychologist, educational specialist, and program director of curriculum and instruction. In 2008, she was appointed the Director of Instructional Services. Mrs. McCartney has a master’s degree in school psychology from Millersville University.

Flip Steinour joined IU 13 in 2006 as the Human Resources Services Director. His extensive background in human resources includes 20 years of practice in both private industry and education. Mr. Steinour has a master’s degree in Human Resources Management from Villanova University.

Sherry Zubeck
Early Childhood and Special Education Services Director

 

With a master’s degree in Education from the Pennsylvania State University, Sherry Zubeck has 20 years of expertise in special education. She has direct knowledge in early intervention, school-age, school-based and center-based programs. She served IU 13 from 1990-2000 as a special education teacher, special education consultant and a special education administrator. In 2006, she returned to IU 13 as the Director of Special Education Services.
