The Human Resources Services Department of IU 13 offers a variety of services to school districts on an as needed basis.

Absence Management System

Through this service, IU 13 provides absence/substitute software to track absences and process substitutes.

Employee Health Care Cooperative (EHCC)

IU 13 Human Resources provides oversight, administrative support and cost-containment strategies to school entities enrolled in the self-funded Lancaster-Lebanon Employee Health Care Cooperative. The EHCC maintains an in-house reinsurance pool, funded by member districts, to help secure the lowest reinsurance rate available.

Guest Teacher Program and Training

Finding qualified substitute teachers is a struggle for all school districts. IU 13 provides participating school districts within Lancaster and Lebanon counties with emergency certified substitute teachers on an "as needed" basis. IU 13 becomes a one stop shop where qualified individual can complete the documentation that will allow them to substitute and also receive three days of training to help prepare them for the classroom. Participating districts find the time saving service very beneficial.

Human Resources Audits

At the request of a district, IU 13 will conduct an audit of their Human Resources operations. This service includes a review of legal compliance and best practices related to the field. This service can help a district determine its Human Resources strengths and vulnerabilities.

Human Resources Best Practices Training

IU 13 provides targeted human resource training on use best practices in the workplace and meeting legal requirements. The trainings focus on the topics of: hiring, leave administration, personnel records management, HIPAA, Fair Labor Standards Act (FLSA), etc.

Human Resources Exchange

IU 13 provides an HR Exchange for districts, a forum for district staff to review HR issues, best practices, certification updates, and review pending HR-related legislation via scheduled meetings, ListServ, and HR related events.

PA-Educator.net

PA-Educator.net is a web-based, electronic clearinghouse for teacher applicants. Districts and IU 13 can access the system to post vacancies and search for qualified applicants.
