ESL Program ModelsModels of Best Practice in Serving Limited English
Proficient Students This report addresses Objective 3.3 of the Training for All Teachers federal grant. At the end of phase two of the project, Lancaster-Lebanon Intermediate Unit 13 and Millersville University will collaborate on a publication entitled "Models of Best Practice in Serving Limited English Proficient Students." This publication will showcase the work of the five pilot school districts and of the faculty at Millersville University who have begun to integrate effective instructional and assessment methodologies, strategies and resources specific to limited English proficient students into their syllabi. Five Pilot School Districts:
During phase two of the grant, the five pilot districts developed ESL Program Improvement teams made up of a district level administrator, an elementary building administrator, a secondary building administrator, a regular education elementary teacher, a regular education middle school teacher, a regular education high school teacher and one to three ESL teachers. Hempfield School District also included support staff and a parent representative on its ESL Program Improvement team. The ESL Program Improvement teams met at least once each month during phase two to assess their current ESL program, identify areas for data collection, analyze the data and, accordingly, plan for improvement in their ESL programs. Some teams continued to meet throughout phase three of the grant and up to the present. To begin the self-assessment process, the teams used the tool "English as a Second Language (ESL)/Bilingual Education Self Assessment Instrument" that was provided to districts by the Pennsylvania Department of Education. Each pilot district sent a representative or representatives to the ESL Points of Contact group in the fall of 2004 to present their program improvement efforts. This report highlights changes the districts made in the following general areas of English as a Second Language programming: Administration, ESL Program, Professional Staff, and Continuous Improvement.
