boy with blocksThe Policy Council of Lebanon County Head Start is established according to the by-laws, which ensure that at least 51% membership is current parents with students enrolled in the Head Start Program. All Policy Council representatives receive training prior to taking seat on Policy Council. The parent committees, comprised of parents of currently enrolled children, are established at each center location. At the first monthly parent center committee meetings, parent committee, policy council and volunteer opportunities for parents are reviewed.

The Director ensures the necessary approvals of both boards by presenting the information for approval to Policy Council prior to its approval by the IU Board. The IU Board members have an open invitation to attend Head Start monthly Policy Council meetings at Head Start. Policy Council shares decision making with the governing board through joint meetings between representatives of the IU Board and the Head Start Policy Council Chairperson and Head Start Director. Additionally, meetings are scheduled in conjunction with the IU Board meeting in Lebanon.

The Director works with the Policy Council and Intermediate Unit Board in the monitoring and management of the Head Start budget. The Director works with the budget committee of Policy Council in setting up and reviewing the annual budget. Policy Council members meet with the IU Instructional Services/Technology Committee of the Board in linking together and joining in shared decision making. The Director also works closely with the business office of the grantee in submitting applications for review.
