Preschool Special Education (Early Intervention) Program

The Preschool Special Education (Early Intervention) Program of IU 13 serves 3- to 5-year-old children who have special needs. Services are provided at no cost to parents. The program receives state and federal funding to support services for young children who are determined to be:

  • developmentally delayed in one or more areas
  • speech or language impaired
  • autistic
  • mentally retarded
  • physical disabled
  • visually impaired
  • hearing impaired
  • emotionally disturbed

How old are the children served by the Preschool Special Education program?
Children must be 3 years old, but not yet old enough for kindergarten in their local school district.

Is there a fee for Preschool Special Education services?
No.

If I call the Preschool Special Education Program to refer my child, what will happen next?
When you call, we will ask some questions about your child's development. An appointment will be made for you and your child. If the results of the screening suggest the need for further assessment, a team evaluation will be completed. When services are recommended, parents will be involved in planning a program that will meet their child's needs.

How will my preschool child qualify for Preschool Special Education services?
All children are evaluated by professional staff members to determine whether they qualify for Preschool Special Education services. Parents are active participants in this process. The Commonwealth of Pennsylvania has developed guidelines that IU 13 must follow to determine if a child qualifies for services. Parents must approve of any recommended program or service before it can begin.

The IU 13 Preschool Special Education (Early Intervention) Program believes parents are a child's most important teachers. Staff members work together with parents and families to help young children learn and grow.

Do children who attend IU preschool classrooms have to be toilet trained?
No.

I'm not sure if my child will be ready for kindergarten in the fall. Should I call the IU 13 Preschool Special Education Program or my school district for help in making that decision?
Your local school district is best able to answer your questions about kindergarten readiness.
