Lancaster-Lebanon Intermediate Unit 13 (IU13) has nearly 1600 employees who support education in Lancaster and Lebanon counties. This includes teachers, administrators, counselors, social workers and office-based support staff within the Office of the Executive Director and the five IU departments.

IU13 Leadership Team

Matthew Stem, Executive Director
Matthew Stem was named Executive Director in 2022. Mr. Stem has served in the education field for 28 years as a teacher, principal, district-level administrator, assistant superintendent, and, prior to joining IU13 as the Assistant Executive Director, as the Deputy Secretary of Elementary and Secondary Education for the Pennsylvania Department of Education. Mr. Stem holds a bachelor’s degree in elementary education from Millersville University, a master’s degree in educational administration from Temple University, and a Pennsylvania Superintendent’s Letter of Eligibility.

Gina Brillhart, Assistant to the Executive Director/Chief Financial Officer
As a certified public accountant, Gina Brillhart brings a passion for financial management and compliance matters to her work. She serves as the Assistant to the Executive Director, Chief Financial Officer, and also as Board Secretary. She joined the IU13 administrative team in 1995 as the Business Services Director. Mrs. Brillhart has a master’s degree in Business Administration from Lebanon Valley College and a bachelor’s degree in Accounting from York College of Pennsylvania.

Flip Steinour, Assistant to the Executive Director/Chief Operations Officer
Flip Steinour joined IU13 in 2006 as the Human Resources Services Director and was named Assistant to the Executive Director/Chief Operations Officer in 2019. His extensive background in human resources includes over 25 years of practice in both private industry and education. Mr. Steinour has a master’s degree in Human Resources Management from Villanova University.

Dr. Joey BertrandDirector, Instructional Services 
Dr. Joey Bertrand has over 20 years of experience in education serving as a science and technology teacher, consultant, and specialist. She joined IU13 in 2012 as Program Director for Teaching and Learning. Dr. Bertrand earned her doctorate in educational leadership from Delaware Valley University Graduate and Professional Studies, a master’s degree in science education from Lebanon Valley College, a bachelor’s degree in psychology/early elementary from Susquehanna University, and a Superintendent’s Letter of Eligibility.

Dr. Angela KirbyDirector, PaTTAN-Harrisburg Office 
With a master’s degree in Education from the University of Pittsburgh, Dr. Angela Kirby brings a broad range of education-related knowledge to IU13. She has served as a teacher, administrator, educational consultant, and a special assistant to the Pennsylvania Secretary of Education. Dr. Kirby joined IU13 in 2008 as the Director of the Pennsylvania Training and Technical Assistance Network (PaTTAN) in Harrisburg.

Timothy Laubach, Director, Technology Services
Tim Laubach joined IU13 as a Program Director in 2008. Prior to that he served as Technology Director at the Benton Area SD, Berwick Area SD, and Wyomissing Area SD. He holds a master’s degree in Learning Technologies and a bachelor’s degree in Business Administration Management and Secondary Education Biology.

Sherry ZubeckDirector, Early Childhood and Special Education Services 
With a master’s degree in Education from the Pennsylvania State University, Sherry Zubeck has over 28 years of expertise in special education. She has direct knowledge in early intervention, school-age, school-based, and center-based programs. She served IU13 from 1990-2000 as a special education teacher, special education consultant, and a special education administrator. In 2006, she returned to IU13 as the Director of Special Education Services.
