Lancaster-Lebanon Intermediate Unit 13 (IU13) has nearly 1600 employees who support education in Lancaster and Lebanon counties. This includes teachers, administrators, counselors, social workers and office-based support staff within the Office of the Executive Director and the five IU departments.

IU13 Leadership Team

Matthew Stem, Executive Director
Matthew Stem was named Executive Director in 2022. Mr. Stem has served in the education field for over 30 years as a teacher, principal, district-level administrator, assistant superintendent, and, prior to joining IU13 as the Assistant Executive Director, as the Deputy Secretary of Elementary and Secondary Education for the Pennsylvania Department of Education. Mr. Stem holds a bachelor’s degree in elementary education from Millersville University, a master’s degree in educational administration from Temple University, and a Pennsylvania Superintendents Letter of Eligibility.

Dr. Lynette Waller, Assistant Executive Director
Lynette has over 30 years experience in education. She began her career as an elementary teacher, and over time, has served as Dean of Students, Principal, Director of Elementary Education and Instruction, Assistant Superintendent, and Supervisor of Student Teacher (higher education). She joined IU13 in 2022 as the Program Director for Organizational Culture until being promoted to serve as the Assistant Executive Director. Lynette holds a bachelor’s degree in Elementary Education and a master’s degree in Teaching and Learning from Millersville University, as well as doctorate in Education Leadership and Pennsylvania Superintendents Letter of Eligibility from California University of Pennsylvania.

Gina Brillhart, Assistant to the Executive Director/Chief Financial Officer
As a certified public accountant, Gina Brillhart brings a passion for financial management and compliance matters to her work. She serves as the Assistant to the Executive Director, Chief Financial Officer, and also as Board Secretary. She joined the IU13 administrative team in 1995 as the Business Services Director. Mrs. Brillhart has a master’s degree in Business Administration from Lebanon Valley College and a bachelor’s degree in Accounting from York College of Pennsylvania.

Flip Steinour, Assistant to the Executive Director/Chief Operations Officer
Flip Steinour joined IU13 in 2006 as the Human Resources Services Director and was named Assistant to the Executive Director/Chief Operations Officer in 2019. His extensive background in human resources includes over 30 years of practice in both private industry and education. Mr. Steinour has a master’s degree in Human Resources Management from Villanova University.

Dr. Peggy Anastasio, Director, Early Childhood & Special Education Services (ECSES) – School Age 
Peggy joined the IU13 in April of 2023 as a Program Director for our School-Aged Special Education Programs. Prior to joining the IU13, she worked at Penn Manor for 16 years. She obtained both her bachelor’s and master’s degrees at Millersville University and her doctorate at Immaculata University.

Amanda Hann, Director, Instructional Services
Amanda joined the IU13 in 2025, bringing over 20 years of education experience from various districts in Lancaster County. She has served as a teacher, an administrator, and her most recent role was the Assistant Superintendent at Donegal School District. She received her bachelor’s degree at Elizabethtown College and a master’s degree at Penn State University. She holds a Pennsylvania Superintendents Letter of Eligibility from California University of Pennsylvania.

Dr. Angela KirbyDirector, PaTTAN-Harrisburg Office 
With a master’s degree in Education from the University of Pittsburgh, Dr. Angela Kirby brings a broad range of education-related knowledge to IU13. She has served as a teacher, administrator, educational consultant, and a special assistant to the Pennsylvania Secretary of Education. Dr. Kirby joined IU13 in 2008 as the Director of the Pennsylvania Training and Technical Assistance Network (PaTTAN) in Harrisburg.

Timothy Laubach, Director, Technology Services
Tim Laubach joined IU13 as a Program Director in 2008. Prior to that he served as Technology Director at the Benton Area SD, Berwick Area SD, and Wyomissing Area SD. He holds a master’s degree in Learning Technologies and a bachelor’s degree in Business Administration Management and Secondary Education Biology.

Jeremy Sweigart, Director, Early Childhood & Special Education Services (ECSES) – Early Childhood Early Intervention 
Jeremy joined the IU13 in 2024 as a Program Director for our ECSES Department. Prior to that he worked at ELCO school district for 14 years as a Team Leader in the Department of Special Education, President of the Eastern Lebanon County Education Association, and most recently as their Director of Special Education. He earned his bachelor’s degree at Kutztown, and his master’s degree at Lehigh University, and is currently working on his PhD at Alvernia in Educational Leadership.
